During the meeting, members will receive an update from the Board Chair, Treasurer, Supervisory Committee and the President/CEO. The slate of Director Nominees will be presented for a vote by acclamation, as no nominations by petition were received. There will be no nominations taken from the floor.

Meet the Nominees

Ms. Shaunette Crawford, Incumbent (Position #5)

Shaunette Crawford retired from the Centers for Disease Control and Prevention (CDC) in January 2024, after over 39 years of public health experience at the local, state, and federal levels. During her 37+ years with CDC, she held various positions, including public health Advisor, Branch Chief, Associate Director for Communications and Legislation, Deputy Director, and Associate Director for Program Management. In her final position, she served as the Executive Officer and Senior Advisor in the Office of the Chief Operating Officer, where she provided guidance on agency-wide business services such as resource planning, financial management, operations, and administrative activities. As a senior management official, she utilized her extensive management experience and program knowledge to make decisions and solve problems, supporting business program development and implementation.

Shaunette is a graduate of Georgia State University and Mercer University, as well as a member of Leadership DeKalb, class of 2010. Currently, she is the presiding partner at Strategic Tax Service, LLC, located in Stone Mountain, GA.

For 37 years, Shaunette has been a member of the CDC Federal Credit Union. She also volunteers at Hager's House in Decatur, GA, and is an active member of Antioch A.M.E. Church in Stone Mountain, GA, as well as her sorority, Zeta Phi Beta Sorority, Inc.

Ms. Sandra De Shields, Incumbent (Position #6)

Sandra De Shields, Founder and Principal of Continuum Services, LLC. Sandra enthusiastically shares her professional human capital management consultation knowledge and expertise for the enhancement of government, public, non-profit, and private sectors.

Sandra has worked in both the public and private sector and has a storied career with the federal government, including 25 years with the Centers for Disease Control and Prevention (CDC). She started her career at the Veterans Administration Hospital, Washington, DC, coordinating efforts with embassies and consulates to ensure that Veterans received medical care services, prosthesis, and pharmaceuticals. In progressive leadership positions at the CDC, she worked to enhance the agency's workforce, managed a $12 million human resources budget and staff of 150 as Division Director, designed and implemented large scale reorganizations, and led a strategic multi-sector workforce and recruitment initiative that netted nearly $34 million in cost savings for the agency.

In her role of Chief of CDC's Executive Compensation and Performance Management Team, Sandra provided consultation to the agency's highest-ranking officials. She was credited with enhancing the sustainability of CDC's workforce using strategic workforce and succession planning and launch of the Position Based Management System and the Laboratory Strategic Recruitment Initiative. In addition, Sandra implemented the first Annual Market Pay Analysis in the history of CDC resulting in salary increases for physicians. The Agency recognized her for her leadership and successful and innovative use of recruitment and retention resources in support of the agency's rapid emergency responses to worldwide Ebola and Zika outbreaks.

Prior to joining the CDC, she held leadership roles with other U.S. governmental agencies including the Department of Veterans Affairs, Small Business Administration, Department of Housing and Urban Development and Department of Defense. In addition, she is a Georgia Certified Registered Neutral (Alternative Dispute Mediator) and Executive Coach and member of the International Coaching Federation.

Sandra is a former member of Federal Executive Board and served as a member of the Workforce and Succession Planning Committee. She was a direct contributor to the launch of the first Presidential Management Inter-Agency Rotation Program in Region IV. The program enabled more than 100 executives and managers to share their expert knowledge and expand their leadership capacity.

Sandra is a graduate of Bennett College with a BS in sociology and a retired U.S. Army Reservist. She is a member of the Fulton-Dekalb Hospital Authority Board of Trustees, member of the Investment and Finance Committee (completed Georgia Association of Public Pension Trustees training requirements — September 2020) former Vice Chair of the Board of Directors for BridgeBuilders, Inc., Clayton State University School of Health Care Management Advisory Board, and the Fulton County Arts Council.

Mr. Matthew R. Lee, Incumbent (Position #9)

Matthew Lee serves as the Executive Director of the Tucker-Northlake Community Improvement District (CID), located in Tucker, Georgia. Since joining the CID in 2017, he has led efforts to strengthen transportation infrastructure, enhance public safety, and attract community-oriented investment throughout the district. His leadership has positioned the CID as a trusted partner with city, county, and state agencies — advancing projects that improve mobility, aesthetics, and long-term economic vitality.

Prior to his work in community development, Matthew built a career in the healthcare technology and nonprofit sectors, serving with organizations such as Agilent Technologies, Carestream Dental, and the American Cancer Society.

He was part of the leadership team that helped guide the successful incorporation of the City of Tucker in 2016, has served as president of the Tucker Historical Society, and currently chairs the board of directors for Tucker Trails, formerly Friends of Tucker Path — a nonprofit advancing trail development in and around Tucker.

Matthew is a graduate of Leadership DeKalb (Class of 2020) and the Atlanta Regional Leadership Institute (Class of 2024). An eighth-generation Georgian, he is committed not only to the success of Tucker and DeKalb County, but to the prosperity of communities across the state.
